Edit of ID3V1 and ID32 tags

Description 

There is one feature that you may want to add. It may
already be
there but I cannot find it. Some of MP3 Files did not
have any
ID3V1 or ID3V2 tag information or there was missing
information. So,
I used WinAmp to update the information.
